CHP Loot Policy (Updated 5/21/2006)

General

Only the raid leader(s), CHP reps and those identified by CHP reps should handle looting during the raid. If a CHP rep is not present, guild officers are responsible for loot.

An announcement will be made at the beginning of each raid stating, "This is a CHP Raid and it will follow the CHP Loot Policy. If you are not familiar with this policy, you are not eligible for loot."

The CHP reps reserve the right to amend this policy as needed. Any policy changes will be documented and announced.


Blind Auction

CHP uses a blind auction to award raid loot. The blind auction requires players to send their point bids to two representatives identified during the raid. Players should not solicit bidding information from other players. In addition, players receiving tells about their bidding should not answer. The winning bidder and the amount of the bid will be announced by one of the representatives after the auction is closed.

CHP members are awarded raid points based on each CHP raid attended (See Attendance Section). Raid point(s) will be awarded after the raid is concluded and disbanded. During your first raid, you have zero points to bid. During your second raid, you have one point to bid. Bids can only be made by the character that accumulated the points and only if the character class can use the item as an upgrade.

One item will be bid on, and awarded, at a time. When the raid is instructed to do so, any individual who wishes to bid on an item sends a tell to the designated CHP reps/officers (2) with the number of raid points they wish to spend on the item. Bids must be given as whole numbers - no fractions. When sending a bid to the designated CHP reps/officers, the bid amount must be an identical number or the bid is discarded. Do not bid on an item unless you plan to keep it. When the winning bidder is announced, the bid amount will be deducted from his/her total. If the winning bidder passes on the item, the bid points plus 5 penalty points are deducted from their total and the next highest bidder will be announced with their winning bid and have the points deducted from their total. This process will continue to the next highest bidder until a winning bidder accepts the item or the item is treated as a no bid item.

In the case of a tie, the highest bidders will /random for the item and the winner will have the number of points bid deducted from his/her total. No one is to loot an item until the Loot Coordinator announces the winning bidder. If an individual loots before the Loot Coordinator announces the winner, that individual, at a minimum, will be charged the value of the highest bid plus five penalty points. The CHP reps reserve the right to instill further penalties on a case-by-case basis.

If either CHP rep designated to receive the bids also wishes to bid on the item, he/she must declare his/her intent to bid before any bids are submitted. A non-bidding CHP rep must then be identified to receive bids for that item.

If a hopeful bidder does not know his/her total number of raid points and asks a CHP rep, the following response will be given: "Please check the CHP boards to determine your raid points total". CHP raid attendance can be found here: handofchaos.buzzman25.com/roster/

If someone bids a value greater than their total number of raid points, that bid is thrown out. In addition, at the discretion of the loot coordinator, the bidder may have 1 raid point deducted from his/her total raid point value as a penalty.

In the event that no bids are received on an item, a second round of bidding will occur for pledges/apprentices only. If there are still no bids after the two bidding opportunities, handling of the item will occur in one of two ways:

* If no bids are received on a no-drop item, the item will be looted by a CHP rep, or person designated by these reps, who is of a class not listed on the item as being able to use it and destroyed.
* If no bids are received on a droppable item, the item will be looted by the Loot Coordinator. The item will then be reauctioned on another raid date. If an item still receives no bids after re-auction, it will be banked by a Loot Coordinator. At periodic intervals, CHP reps will equally divide the unauctionable items between the guilds to distribute to guild members or to be given to guild tribute.

At this time, Glyphed Rune Words (Level 65 spell drops), Spectral Parchments (Level 63 & 64 spell drops), Ethereal Parchments (Level 61 & 62 spell drops), Tradeskill Items, and Quest/Key Parts are not awarded via the blind auction. These items will be awarded via the following:

1) Glyphed Rune Words – Glyphed Runes will be equally distributed between Guilds

2) Spectral Parchments and Ethereal Parchments - FFA

3) Tradeskill Items -. Elemental tradeskill items will divided equally between HoC and Praxium at the end of each elemental raid. The officer corps of each guild is responsible for determining how the tradeskill items are awarded within their respective guilds.

4) Quest/Key Parts - The CHP reps will determine who receives individual Quest/Key Parts based on that status of individual's keys.

5) Alternate Time Keys – awarded to characters in the raid based on the total number of CHP raid dates attended.


Attendance

CHP Raid attendance is performed periodically throughout the raid. Attendance is first taken approximately 30 minutes after the raid is formed and zoned into the target zone. Depending on the length of the raid and raid target(s), attendance dumps from the raid tool and /who commands are performed to gather raid attendees. If you are included in one of the attendance sweeps, your attendance will be recorded for the entire raid target. The final attendance dump is performed approximately 30 minutes prior to engaging the final target for the raid.

Abuse of the attendance system is possible for those logging early or arriving late, however at this time your CHP reps are not considering a more stringent attendance process. The CHP reps reserve the right to implement a change in procedure should abuse arise.

Credit for raid attendance is contingent on the lack of /anon flag. A character may not be credited for attending a raid if their character is /anon during an attendance sweep. While /anon is not allowed, the use of /role is acceptable as it shows your guild tag.

Credit for raid attendance will not be given for characters that are played by another player either in lieu of or in addition to their own character. If you are attempting to help flag a friend by playing his/her character, the flag is the reward. The CHP reps trust your integrity and honesty in enforcement of this rule.

Hydras/Alts

Hydras and Alts will be treated separately from their mains. Points accrued by a character can only be used by that character - combining points between characters will not be allowed. A player bringing multiple characters to a CHP raid earns raid attendance points for a maximum of two characters. The third or more characters will earn no attendance points. The raid leader(s) or alliance reps may ask a Hydra or Alt to leave a raid if:

1) The raid is full and there are still mains in need of getting into the raid.

2) The Hydra or Alt is too low of a level to significantly help the raid.

3) The Hydra or Alt is having an adverse effect on the raid.

A situation may exist where the viability of the raid depends on the presence of a certain class/character to be present. As a result, the Raid Leader or CHP reps may ask an individual to play a different character for the duration of the raid. This is the only circumstance where an attendance point can be moved between characters. However, the individual must identify to the CHP reps which character is to receive the attendance point before the raid begins. The CHP reps may request an individual to bring an additional character to the raid. The character will earn attendance points even if this is their third character in the raid.


Pledges/Apprentices

Any new CHP tagged character that is identified on a CHP raid (raid attendance is not processed until after the raid has concluded) will be marked as a pledge/apprentice on the raid attendance roster and is therefore ineligible for loot bidding unless noted in pledge/apprentice rules below. The pledge/apprentice marker can only be cleared via email from CHP reps to the roster keeper (currently: eqfrontallobe@yahoo.com). A character is eligible for normal loot bidding once the pledge/apprentice marker is cleared on a published raid attendance roster.

Pledges/Apprentices are allowed to accrue points for raids attended during the pledge period, but are not able to use those points to bid until the pledge period ends and the individual becomes a full member of his/her guild. There are two exceptions to this rule:

1) If an item drops that is not wanted by a full member, then a second round of bidding for pledges/apprentices only will occur.

2) Full members of Hand of Chaos, or Praxium that choose to leave his/her guild and switch to one of the other two guilds will maintain their total raid point total and will be able to bid on items during their pledge period.


Character Transfer between Players/Leave of Absence (LoA)

If a character is transferred from one player to another, the raid attendance points revert to 0. In other words, accumulated points do not transfer.

A main character is considered on LoA if they or one of their hydras/alts have not attended a CHP raid in 3 months. The character and any hydra/alts will be migrated from the active roster to the guest roster. When the main character, or one of its hydras/alts, returns from the LoA, one of the following will happen:

1) If the character returns to a CHP raid with a CHP guild tag, all previously earned raid points are retained and the characters are restored to the active roster.

2) If the character returns to a CHP raid without a CHP guild tag, all previously earned raid points are forfeited and the character is flagged as a guest and is no longer considered on LoA.

3) If a character on LoA is identified in-game without a CHP guild tag and reported to a CHP rep, and verified, all previously earned raid points are forfeited and the character is flagged as a guest and no longer considered on LoA.
