ceramic shackles ---im not sure whether to buy them or not as they are good to level 65 only but if anybody can make them i would like to talk to you about it.

I'd recommend aganst buying them. Instead, spend some time getting the LDoN augment that has Burning Affliction IV (costs 1450 points from Ruj theme). It is a slot 3 augment, so you'll have to have a piece of LDoN armor to put it into. But, that at least will have much better stats than the shackles.
I got the Ring of Mold from the Guk theme (1492 points) and put the augment in that...quite a nice ring now. Wel worth the time spent acquiring both iems in my opinion.
